This turned out to be a chip id'er.You have to disable DA also or the download page wont load to show the 3 digit code.

As soon as driver was installed the phone started to charge. However I was not able to access the phone. The only option on my phone as far as connection is concerned is bluetooth and I am trying to use the usb so I may not be able to. Please post if someone has figured out how to Bitpim to the V3c. Thanks
